Majority of us would have heard this proverb at one point in life.... this proverb literally means solving a problem right away, to stop it from becoming a much bigger one.
In essence, it is just saying that you have to do what you need to do on time.

The thief of time, Procrastination is defined as the act of postponing, delaying or putting off an action or decision, either habitually or intentionally. It mostly makes humans to rush things especially when the deadline is near and this is just because they procrastinated when there was time.
Procrastination is mostly common among young adults and teenagers.
Similarly, from my private study of students, I have discovered that about 75 to 80% of them procrastinate their work till the deadline or few minutes to the deadline. I also discovered that the major reason was because they lost focus along the way by being distracted by other things e.g. movies, peer groups and social media.
This is one of the major problems that stops people from achieving their goals on time. I have experienced a lot of effect of procrastination which I also want to believe that you too have also experience in one way or the other. Various effects of procrastination includes;
high level of anxiety, more complains, regrets and guilt, increased stress level and most importantly loosing great opportunities.
My Dad usually says something about my reading habit while I was growing up, he would say "after your first lecture make sure you read it that same day instead of piling them up and then reading in the middle of night..." but as the child I am, I didn't see reasons to that until exam period when I am staring at the massive pages of the books I have to read.
However, a time came and I was like I can't do this again so I found some things that helped me stop procrastination from stealing away my time
What I found was this
To stop procrastination, you need to

Learn to say NO to distractions.
Discipline your mind continually, one is capable to do what he/she set his mind to do. more so, constantly Keep in mind that the work will help you develop discipline.
Motivate your self by telling yourself the benefit of what you will achieve when you do that thing on time.
Reward yourself after.
Finally, I know it not easy to stop procrastinating but I believe that if others can do it then so can you. Nothing is stopping you.
Also remember to make hay while the sun shines.
